Healthy Blue Louisiana Names Heather Leschinsky President and CEO

Healthy Blue Louisiana has named Heather Leschinsky president and CEO of its Medicaid managed care organization. She oversees all aspects of the health plan, which plays a critical role in Louisiana’s healthcare system by serving Medicaid members statewide.

Leschinsky brings more than two decades of experience in Medicaid policy, public-sector administration, and managed care leadership to the position. She previously served as chief operating officer for Healthy Blue Louisiana, where she oversaw day-to-day operations and ensured compliance with regulatory and contractual standards. Her leadership spanned claims operations, grievances and appeals, provider engagement, compliance, and cross-functional coordination across a complex health plan infrastructure.

Prior to joining Healthy Blue Louisiana, Leschinsky held senior leadership roles within the Nebraska Medicaid agency, where she led the design and implementation of managed care delivery systems, including large-scale transformations affecting long-term services and supports, behavioral health and home- and community-based services. That experience provides a nuanced understanding of state priorities, accountability standards and the evolving expectations placed on Medicaid managed care organizations.
